Otsuka group companies promote various initiatives enabling employees to remain at work while still fulfilling home care responsibilities. The group programs include caregiver leave, shorter working hours for caregiving (for up to one year) and caregiver flextime (for up to one year). Employees who need to support or provide home care to a relative are encouraged to use these programs.
Otsuka Pharmaceutical offers caregiver leave periods that exceed statutory requirements, while Taiho Pharmaceutical is also working to enhance its programs, such as paying the social insurance premiums for employees on caregiver leave. The company encourages the use of these programs and publicizes program information on the company intranet. This includes programs available to employees with home care responsibilities and the respective program contact information. The company has also created a handbook that summarizes public programs, the company’s support programs, and how employees can make use of them. The company publicizes information on the company intranet, such as programs helpful for employees with home care responsibilities and the respective program contact information, and encourages their use. In addition, the company holds regular seminars to raise employee awareness and understanding related to balancing work and home care responsibilities, and to provide employees with valuable information on caregiving.
In order to prevent employees from leaving employment due to home care responsibilities, which has become a social issue in Japan, EN Otsuka Pharmaceutical has introduced a system that allows employees to withhold up to 100 annual paid leave days as accumulated leave that would otherwise expire unused. In this manner, work time considerations are made for employees caring for a family member in order to balance work and home care responsibilities. In addition to establishing such programs, the company also strives to create a culture that facilitates their use.

Otsuka Pharmaceutical Factory, Taiho Pharmaceutical: Acquired Platinum Kurumin certification Parenting Support

Otsuka group companies in Japan have been accredited with the Kurumin mark,* which recognizes enterprises that support raising the next generation of children by creating workplace environments that support employees with childcare responsibilities. The group offers a parenting leave system, shorter work hours for childcare reasons, and a parenting flextime work program. In addition to maternity leave as prescribed by law, a consultation service has been set up to help female employees return to work after parenting leave. Otsuka also has daycare centers inside some workplaces.
Otsuka Pharmaceutical Factory has taken steps to create an environment in which each and every employee can demonstrate their ability and continue to work, including supports for work-life balance. As a result, the company acquired Kurumin certification in 2008, 2013, and 2015 for a total of three times and acquired Platinum Kurumin certification.* To be a rewarding company for employees, it offers a flexible work style environment to help balance work with childcare and caregiving responsibilities, and in 2017, introduced a telecommuting system (I-Work). With work style reform in full swing, the company strives to improve work styles for all employees, including reducing long work hours. The company will continue to aim to realize the active participation of a diverse workforce, a workplace environment that increases efficiency and makes work more rewarding, and the autonomous growth of each employee.     
At Taiho Pharmaceutical, systems have been established that extend beyond the legal requirements, including expanding the age range of children that make their parent eligible for shortened working hours and child sick care leave. Furthermore, based on the wishes of sales employees, the company allows them to drive their preschool children to and from daycare in their sales vehicles. As a result of promoting such initiatives, the company obtained Platinum Kurumin certification from the Minister of Health, Labour and Welfare in 2017. Between pregnancy and post-maternity leave, employees and their supervisors may attend individual consultations and forums held by the in-house diversity manager, nurse, or others. These opportunities help dispel concerns about balancing work and pregnancy/childcare and explain the company’s systems.
At EN Otsuka Pharmaceutical, 12 male employees have spouses who gave birth in the last one year, 7 of whom took paternity leave (acquisition ratio: 58.3%). Four of the seven employees work in shifts. Everyone at the workplace cooperates to realize the shift work system, which helps create a workplace culture that respects each other’s major life events.    

*Under the Kurumin program, the Japanese Minister of Health, Labour and Welfare certifies companies that meet certain criteria, such as creation of an action plan and achievement of goals based on the Act on Advancement of Measures to Support Raising Next-Generation Children. Companies that have already received Kurumin certification are eligible for Platinum Kurumin certification once they have achieved an even higher level of child-rearing support initiatives.

Taiho Pharmaceutical: Sukusuku Nursery

Since 2011 within the Otsuka group, Otsuka Pharmaceutical has operated the BeanStalk Kids Centers Tokushima and Osaka, while Taiho Pharmaceutical operates the Sukusuku Nursery in Ibaraki in order to support employees requiring childcare. By establishing childcare facilities with flexible services—such as accepting new children each month, and offering temporary and extended-hour childcare—the Otsuka group helps employees advance their careers, and encourages male employees to participate more actively in childcare.
In particular, the BeanStalk Kids Center Tokushima which is operated by Otsuka Pharmaceutical has been well received by parents and children by offering a remarkable program that emphasizes the nurturing of creativity, and no manufactured playground equipment. Initially, the enrollment was set at 100 children, which expanded to 150 in 2014, and 210 in April 2018. This is the one of the largest scaled workplace nurseries in Japan. The group aims to continue supporting the varied lifestyles of employees while also energizing the organization by attracting a diversity of employees.

Initiatives to Prevent Long Work Hours

Taiho Pharmaceutical created the Smart Work Realization Team in the Human Resources Department in 2016, seeking to create a workplace that enables each employee to stay healthy and make maximum use of their capabilities, and thereby, achieve higher labor productivity. The building entry/exit times are recorded for health management at the Tokushima and Tsukuba Laboratories, while the PC on/off times are recorded at all other locations. This is to verify that the times correspond with the clock-in and clock-out times and ensure that the working conditions are not harmful to the health of employees. In 2017, human resources personnel held seminars for the sections of each department to raise awareness about healthy working hours. On the monthly Self-Care Day (no overtime day), human resources personnel make rounds to each floor of the Head Office and Headquarters Annex to urge employees to leave at close of business hour. The company also has a system called “Plus de Happy Holiday” to encourage employees to take paid vacations around consecutive holidays, days between paid holidays, year-end, and other times of the year. As a result of urging employees to actively take paid leaves, employees are taking more time off each year.              
EN Otsuka Pharmaceutical promotes the visualization of working hours and institutional changes in order to eliminate overwork. As part of the visualization of working hours, the company has invested in creating an environment to integrate health examination data, stress check data, and office attendance data to closely track working conditions. With regard to institutional changes, the company intends to review systems for more flexible working hours by the end of fiscal 2019, including expansion of the remote working and flextime programs.

Based on this recognition, the group has taken measures to promote the health of employees and their family members, and in April 2017, established the Otsuka Group Health Declaration to further promote health management. Otsuka Pharmaceutical*1, Otsuka Pharmaceutical Factory*1, Taiho Pharmaceutical*1, and JIMRO*2 were certified as a Health and Productivity Management Organization co-selected by the Ministry of Economy, Trade and Industry (METI) and the Nippon Kenko Kaigi (Japan Health Council).

Otsuka Pharmaceutical believes that each and every employee should be able to work enthusiastically and be in the best of health. The company takes measures concerning these perspectives: 1) to encourage employees to take charge of their own health; 2) to promote the maintenance and improvement of employee health; and 3) to transform workplaces into worker-friendly environments. Specifically, employees aged 30 and older receive free complete medical checkups, and employees and their families have access to health seminars and programs augmented by the company’s healthcare knowledge. In January 2017, President Higuchi himself announced the Otsuka Pharmaceutical Health Declaration to further boost activities aimed at promoting the health of employees.
In recognition of its diverse efforts to support employee health, Otsuka Pharmaceutical was certified in February 2017 as a Health and Productivity Management Organization (large enterprise category: White 500)*.

*The Health and Productivity Management Organization Recognition Program of the Ministry of Economy, Trade and Industry (METI) in Japan and the Nippon Kenko Kaigi (Japan Health Council) honors large corporations and small to medium enterprises that are engaged in outstanding efforts to advance health and productivity management. Five hundred companies are expected to be certified by 2020.

Otsuka Pharmaceutical Factory was certified as a Health and Productivity Management Organization 2018 (large enterprise category: White 500), jointly selected by METI and the Nippon Kenko Kaigi. The company believes that it is crucial to maintain each and every employee’s health in order to realize its management vision, “The Best Partner in Clinical Nutrition.” Based on this understanding, it realizes a workplace environment where all employees can work enthusiastically, promotes sound management through raising awareness of health, and implements initiatives to maintain and improve the health of employees and their families. Specifically, 100% of its employees have received a health checkup. The company also paid for the full cost of influenza vaccination shots for all employees who wanted one, including temporary employees, and implements “No Overtime Day” once a week.

Taiho Pharmaceutical unveiled its Health Declaration in February 2017. A variety of company-wide measures have been taken to further enhance workplace environments so that each employee can work with even more freedom and energy, in sound physical and mental health. Recognized for these diverse initiatives, the company was certified on February 20, 2018 as a Health and Productivity Management Organization 2018 (large enterprise category: White 500), jointly selected by METI and the Nippon Kenko Kaigi.
Taiho Pharmaceutical’s major initiatives include: 1) setting dates on which employees who are 30 years of age or older can receive complete medical checkups free of charge and actively promoting checkups, and providing guidance on post-checkup measures; 2) raising awareness of the importance of mental health and promoting health management across the organization by conducting e-learning courses for all employees and requiring all managing supervisors involved in personnel management to pass qualifying exams on the subject; and 3) designing a work environment that enables those with cancer and other diseases to continue to work while undergoing treatment as well as studying and implementing cancer prevention measures, with the aim of creating a society in which individuals with cancer can participate in society.
Taiho Pharmaceutical will continue to actively promote the health of employees and strive to improve human health and contribute to society enriched by smiles.

Employment Support for Cancer Patients

Taiho Pharmaceutical: TOKYO WORK CIRCLE PROJECT

As a company committed to developing treatments for cancer, Taiho Pharmaceutical aims to create a workplace where employees can continue working even during treatment for cancer and other diseases. The company provides employees with the necessary assistance through the Cancer Patient Employment Support Team formed by the Human Resources Department and industrial nursing staff. While promoting the support for the balance between work and treatment such as accumulated paid leaves, half day leaves, and telecommuting, additional measures including extended leave periods and a reemployment (return to work) system have been enhanced for the employees with cancer to be able to concentrate on their treatment.
After having received the excellence award in the Tokyo Work Circle Project* of Tokyo Metropolitan Government in February 2016 for the recognition of the companies which take actions for employees with cancer to keep a good balance between work and treatment, the company continues the activities to disseminate the support both internally and externally.

The Otsuka group believes that creating an environment that supports the mental and physical health of each and every employee is an essential pillar of the group’s common corporate philosophy, “Otsuka-people creating new products for better health worldwide.” Based on this recognition, the group companies have announced health declarations, which express their commitment to enhancing the workplace environment for maintaining and improving the health of Otsuka group employees and their family members.    
Each company in the Otsuka group implements consultation services and diverse health programs to ensure that employees are able to live a healthy lifestyle. The group offers health consultation by telephone for employees and their families, and distributes health newsletters. It also provides mental health counseling, stress management training, and training for managers on recognizing and managing the mental health issues of employees. Mental and physical health management is actively promoted. In addition, in order to ensure that employees are able to work in a safe environment, the group puts efforts into various emergency trainings and traffic safety measures.
Otsuka Holdings holds health seminars for Otsuka group employees and their families as part of the activities carried out in collaboration by the Otsuka Pharmaceutical Health Insurance Association, healthcare providers, and health managers at each group company in order to promote the health of employees. The seminars are held in major cities in Japan regarding the group’s health initiatives, the Health Insurance Association, and improving the health of employees and their families.       
The company has also commenced the Tokushima Health Project that strives to create healthy workplaces by reducing risks for lifestyle-related diseases in the group’s Tokushima, Naruto, and Matsushige areas. The project consists of two broad approaches: the “improvement approach” for those who have and are at risk for metabolic syndrome to improve their symptoms; and the “area approach” that provides various programs for group employees and their families in the Tokushima area to help improve their health and prevent metabolic syndrome and diseases. In 2017, the project kicked off with activities co-organized by Otsuka Pharmaceutical and Otsuka Pharmaceutical Factory. In 2018 and beyond, the project will be scaled up to other group companies with offices in Tokushima Prefecture.      
In December 2017, Otsuka Pharmaceutical was certified under the fiscal 2017 Sports Yell Company program by the Japan Sports Agency, which certifies companies that promote efforts for improving the health of employees through sports.
Taiho Pharmaceutical held a dental seminar at its head office. A dental hygienist explained the importance of oral hygiene and the correct way of maintaining oral health. At the employee cafeteria at its plants and the Tsukuba Laboratory, tabletop displays provide seasonal dietary tips for better health, as part of the efforts for raising awareness about healthy living. In addition, the Tsukuba Laboratory regularly holds workshops on cardiopulmonary resuscitation (CPR) and the use of automated external defibrillator (AED) to ensure that employees are able to provide first aid in the case of an emergency.         
At EN Otsuka Pharmaceutical’s Hanamaki and Kitakami Plants, information on preventing heat disorder is circulated to employees every year to increase their awareness. Since fiscal 2013, POCARI SWEAT servers have been set up at both plants between June and September to encourage employees to drink often to stay hydrated, and this has been appreciated by plant employees working in shifts.     
Otsuka Electronics offers “Kenja-no-shokutaku Double Support*” at its Shiga Plant cafeteria as part of the measures to prevent metabolic syndrome. The plant holds a health seminar once a year aimed at improving the health of employees. In July 2017, a DVD viewing event was held on the topic of preventing heat disorder.
Every year, JIMRO regularly holds CPR and AED trainings using the latest training equipment to ensure that employees can act swiftly in an emergency at the company, outside the company, and at their homes.

Otsuka Pharmaceutical: POCARI/fresh (Tokushima)

Otsuka Pharmaceutical carries out various health education and physical fitness programs aimed at raising employee health awareness, and maintaining and promoting health. The POCARI/fresh exercise program was begun in 2007. An instructor visits each office once a week and leads the employees in an invigorating eight-minute workout they perform near their desks. The theme of the workout changes each time, and can include things such as shoulder stretches and brain-stimulation exercises. The program is offered continuously at the Tokyo and Osaka headquarters and in the Tokushima area, and has contributed to improving work efficiency. In addition, once or twice a year, a meeting room is kept open all day to hold a special event that provides physical fitness opportunities to employees. This event provides an opportunity and gives an impetus for employees to develop a habit of physical exercise while having fun.   
In response to requests received from employees who wished to perform not only an eight-minute exercise but also a more rigorous exercise, the company held POCARI/fresh Plus, an extracurricular session of POCARI/fresh, for one hour after working hours as part of a three-part series during the exercise month of February in Shinagawa.
The company also held Winter Pocalympics 2018, a one-day POCARI/fresh event, in Shinagawa. The company’s divisions competed with each other in various activities, such as curling, table tennis, sprint race, and FIT LIGHT, an activity in which employees deactivate flashing lights. The event received favorable reviews from participants and contributed to building teamwork and improving communication.

Otsuka Pharmaceutical’s OIAA Division and Otsuka Pharmaceutical Factory participated in Osaka

Otsuka Holdings and Otsuka Pharmaceutical implement a simulation exercise once a year based on the assumption that an emergency situation has occurred overseas. On October 15, 2018, 60 people participated in the simulation exercise based on the assumption that an emergency situation had occurred at the office in Taiwan. The conferencing system was used to connect the following three locations to facilitate communication and cooperation between group companies. (1) Taipei: Taiwan Otsuka Pharmaceutical (TWOP) head office and its factory, and King Car Otsuka (KCO); (2) Tokyo: Otsuka Holdings, Otsuka Pharmaceutical’s Head Office Response Headquarters, Otsuka Pharmaceutical Factory, Otsuka Chemical, Taiho Pharmaceutical, and Otsuka Warehouse; and (3) Osaka: Otsuka Pharmaceutical’s OIAA Division, and Otsuka Pharmaceutical Factory.
Based on the scenario of a large-scale earthquake near Taipei, a local response headquarters was established at each location, shared information with the Head Office Response Headquarters to facilitate real-time communication for the response drill.
These kinds of exercises will continue to be implemented so that the Otsuka group can prepare for unexpected events that might occur somewhere in the world where the group has a business presence.

Encouraging the use of paid leave for volunteer work

FoodState (US) encourages their employees to make use of a paid leave system known as “Pursue Your Passion” so they can volunteer for NPOs or charity organizations. Employees using this system can gain a sense of achievement after accomplishing something they are passionate about and at the same time strengthen their ties with society. Around 20% of the company’s employees made use of this system in 2017.
